1. కవరేజ్ (పరిధి) – ఎవరికి అర్హత?

అర్హులు ఈ పథకం కింద లబ్దిదారులు మూడు ప్రధాన వర్గాలుగా విభజించబడ్డారు:

✅ పనిచేస్తున్న ఉద్యోగులు

  • రెగ్యులర్ రాష్ట్ర ప్రభుత్వ ఉద్యోగులు
  • స్థానిక సంస్థల పరిధిలోని ఉద్యోగులు
  • పోలీస్ & ఇతర భద్రతా విభాగాలు

✅ రిటైర్డ్ & పెన్షనర్లు

  • సర్వీస్ పెన్షనర్లు
  • కుటుంబ పెన్షనర్లు
  • తిరిగి నియమించబడిన పెన్షనర్లు

లబ్దిదారుల కుటుంబ సభ్యులు (ఆశ్రితులు) కూడా ఈ పథకం పరిధిలోకి వస్తారు. అర్హత, డిపెండెన్సీ ప్రమాణాలు ప్రభుత్వ ఉత్తర్వుల ప్రకారం పాటించబడతాయి.

2. డిజిటల్ నమోదు & IFMIS ధృవీకరణ

  • ఆన్‌లైన్ నమోదు: EHCT EHS సాఫ్ట్‌వేర్ & మొబైల్ యాప్ ద్వారా లబ్దిదారుల నిర్వహణ.
  • IFMIS ఇంటిగ్రేషన్: ఉద్యోగి/పెన్షనర్ డేటా IFMIS ద్వారా ధృవీకరించబడి EHCTతో అనుసంధానం అవుతుంది.
  • DDO / PPO / STO పాత్ర: వివరాలను పరిశీలించడం, సవరించడం, ఆడిట్ ట్రైల్స్ నిర్వహించడం.
💳 ఆరోగ్య కార్డు: IFMIS ధృవీకరణ అనంతరం డిజిటల్ హెల్త్ కార్డు జారీ అవుతుంది. QR కోడ్ ద్వారా అన్ని ఎంపానెల్ ఆసుపత్రుల్లో గుర్తింపు.
⚠️ కొత్త కార్డు వచ్చేవరకు ఉద్యోగ/పెన్షన్ నంబర్ ఆధారంగా చికిత్స కొనసాగుతుంది.

3. ప్రయోజనాల పరిధి (OPD & ఇన్‌పేషెంట్)

  • వెల్నెస్ సెంటర్ల ద్వారా నగదు రహిత OPD చికిత్స, పరీక్షలు, మందులు.
  • కవర్ చేయబడే వ్యాధులు: మధుమేహం, రక్తపోటు, గుండె జబ్బులు, క్యాన్సర్, కిడ్నీ వ్యాధులు, క్షయ, కుష్ఠు, రుమటాయిడ్, ఆర్థరైటిస్, లూపస్, ఆటోఇమ్యూన్, ENT, దంత, నేత్ర, పీడియాట్రిక్ సమస్యలు.

  • ఎంపానెల్ ప్రభుత్వ & ప్రైవేట్ ఆసుపత్రుల్లో నగదు రహిత ఇన్‌పేషెంట్ సేవలు.
  • CGHS (కేంద్ర ప్రభుత్వ ఆరోగ్య పథకం) 1,816 ప్యాకేజీలు ఆమోదించబడ్డాయి (అక్టోబర్ 2025 నాటి రేట్లు).
  • ప్యాకేజీలో మందులు, వినియోగ వస్తువులు, ఇంప్లాంట్లు, పరీక్షలు, ఫాలో-అప్ కేర్ ఉంటాయి.

4. ఆర్థిక కవరేజ్ & ట్రీట్మెంట్ లిమిట్స్

చికిత్స ఖర్చు పరిమితిఆమోదించే అథారిటీ
₹3.00 లక్షల వరకుప్రీ-ఆథరైజేషన్ / క్లెయిమ్స్ కమిటీ
₹3.00 – ₹10.00 లక్షలుకమిటీ + 4 మంది సభ్యుల సబ్-కమిటీ (బోర్డు సభ్యులు)

ప్రత్యేక గమనిక: ప్రతి అనారోగ్య ఎపిసోడ్కు ₹3 లక్షల వరకు కవరేజ్, కానీ ₹3 లక్షలు దాటినా నగదు రహిత చికిత్స కొనసాగుతుంది. ఆసుపత్రులు చికిత్స నిరాకరించరాదు.

5. ఆసుపత్రి గది అర్హత

లబ్దిదారుల పే గ్రేడ్ ఆధారంగా వసతి కేటగిరీలు:

పెన్షనర్ల స్టాబ్ వారి రిటైర్మెంట్ పోస్ట్ పే గ్రేడ్ ఆధారంగా నిర్ణయిస్తారు.
💡 అధిక వసతి ఎంచుకుంటే, అదనపు ఖర్చు లబ్దిదారే భరించాలి.

6. వెల్నెస్ సెంటర్లు & అమలు యంత్రాంగం

  • ప్రస్తుతం 27 వెల్నెస్ సెంటర్లు ఉన్నాయి, మరో 20 అదనపు కేంద్రాలు ఏర్పాటవుతాయి → మొత్తం 47 వెల్నెస్ సెంటర్లు.
  • అన్ని 33 జిల్లాల్లో సేవలు అందుబాటులోకి వస్తాయి.
  • ప్రభుత్వ ఆసుపత్రులు, టీచింగ్ ఆసుపత్రులు, జిల్లా/ఏరియా ఆసుపత్రుల్లో వెల్నెస్ సెంటర్లు ఏర్పాటు.
  • అమలు బాధ్యత: EHCT CEO పర్యవేక్షణలో, నిపుణుల కమిటీ & ఎగ్జిక్యూటివ్ కమిటీ సహకారంతో.

7. ఆసుపత్రి ఎంపానెల్మెంట్ & చెల్లింపులు

  • ఎంపానెల్మెంట్ ఆరోగ్యశ్రీ పథకం SOP ల మాదిరిగా ఉంటుంది. అక్రిడిటేషన్ (NABH) ఆధారంగా వర్గీకరణ.
  • ఇప్పటికే EHS కింద ఎంపానెల్ అయిన ఆసుపత్రులు NEHS కింద కొనసాగుతాయి (గడువు ముగిసే వరకు).
  • అన్ని చెల్లింపులు CGHS ప్యాకేజీ రేట్లు (అక్టోబర్ 2025) ఆధారంగా ఉంటాయి.
  • చెల్లింపులు FIFO (first-come-first-serve) పద్ధతిలో ప్రాసెస్ చేయబడతాయి.

8. ఫైనాన్సింగ్ – నిధులు & విరాళాలు

💰 లబ్దిదారుల విరాళం

ప్రతి ఉద్యోగి / పెన్షనర్ బేసిక్ పే / పెన్షన్‌లో 1.5% నెలవారీ విరాళం.

🏛️ ప్రభుత్వ మ్యాచింగ్

రాష్ట్ర ప్రభుత్వం సమాన మొత్తం (1.5%) కాంట్రిబ్యూషన్ అందిస్తుంది.

అన్ని నిధులు EHCT ట్రస్ట్ ఫండ్ ఖాతాలో జమ అవుతాయి. ట్రస్ట్ ఫండ్ నుండి క్లెయిమ్లు, అడ్మినిస్ట్రేటివ్ ఖర్చులు మాత్రమే చెల్లించబడతాయి.

9. ఫిర్యాదుల పరిష్కారం

  • రాష్ట్ర, జిల్లా, వెల్నెస్ సెంటర్, ఆసుపత్రి స్థాయిల్లో ఫిర్యాదుల పరిష్కార యంత్రాంగం.
  • ఆరోగ్య కార్డు, అర్హత, చికిత్స నిరాకరణ, అదనపు డబ్బు డిమాండ్, సేవా నాణ్యతకు సంబంధించి ఫిర్యాదులు నమోదు చేసుకోవచ్చు.
  • అత్యవసర చికిత్స నిరాకరణ, రోగి భద్రతా సమస్యలకు ప్రాధాన్యత ఇవ్వబడుతుంది.

10. ముఖ్యమైన సాధారణ నిబంధనలు

  • మార్గదర్శకాల సమర్థవంత అమలు కోసం SOPలు, ట్రీట్మెంట్ ప్రోటోకాల్స్, క్లెయిమ్ ప్రాసెసింగ్ విధానాలు అభివృద్ధి చేయబడతాయి.
  • ఈ మార్గదర్శకాలు 17.07.2026 నుండి అమలులో ఉన్నాయి.
  • ట్రస్ట్ ఫండ్ వార్షిక ఆడిట్ CAG లేదా ప్రభుత్వ నామినేటెడ్ ఏజెన్సీ ద్వారా జరుగుతుంది.
